Property Conversion: From Commercial to Residential

TLS Property Network6 April 2023

The Landsite wrote in April 2023 that turning a commercial building into homes can reward developers but carries risk and usually needs substantial capital. It set out the main points to weigh beforehand.

On planning, it advised consulting an architect or the local planning authority. Permitted development rights may mean prior approval rather than a full application, though the process can be slow and costly. Developers also need to establish the building's use class. The article described Class B as general industrial and storage or distribution, Class C as residential premises including hotels and care facilities, Class E as commercial, business and service uses such as shops, nurseries and offices, and Class F as community and learning uses such as museums, libraries and halls. A change outside the same class, or without a permitted route, simply requires a planning application. Sui generis buildings such as nightclubs, petrol stations and casinos have their own rules and licensing.

Beyond planning, the work must meet residential building regulations, covering fire safety, energy performance certificates, sound insulation and disabled access. The article also urged developers to research local demand to estimate rental or sale values, noting student accommodation as one popular use for redundant buildings, and to cost the whole project, including purchase, fees, works, upkeep, legal and management expenses.

Location matters too, including transport links, amenities, schools and universities nearby. Size and layout determine what can be created, whether an HMO, studios or student housing, and legal issues such as leases, party wall agreements and neighbour disputes need attention. The Landsite concluded that thorough research and experienced professionals are essential.
